Bringing hotel and retail units to Stratford-upon-Avon town centre

Tetra Tech gained planning permission and listed building consent for a hotel and retail units in Stratford-upon-Avon Town Centre.

We formed part of a multidisciplinary team to demolish the now–vacant Debenhams retail unit and redevelop the site to create an 80-bed hotel and six retail units at 33-35 High Street.

Tetra Tech undertook initial pre-application consultation with the local planning authority’s planning and conservation officers for further redevelopment of Bell Court, a retail and leisure development in Stratford-upon-Avon Town Centre.

Located in a sensitive location within the Stratford Conservation Area, the site comprised a 1960s extension to the original part of the Grade II listed Debenhams building, while also being surrounded by numerous other Grade II listed buildings.

Following pre-application consultation, Tetra Tech submitted an application seeking planning permission and listed building consent for demolition and redevelopment to create six retail units – including shops, retails outlets, and food and drink establishments – and an 80-bed hotel.

Our planners prepared the application forms and a detailed planning statement providing an overview of the application site and proposals. We also provided a summary of all supporting technical reports and an assessment of the proposal against relevant national and local planning policy, as well as other material considerations. Other disciplines within Tetra Tech prepared a Heritage Impact Assessment, an Archaeological Desk-Based Assessment and a Nesting Bird and Bat Potential Roost Assessment.

Tetra Tech project managed the application submission, reviewing all other application documents and drawings, including a Design and Access Statement, Transport Statement, Acoustic Strategy Report, Drainage Strategy and Structural Survey. We then collated all documents and drawings and submitted the application to the Local Planning Authority.

Ongoing consultation and negotiation with the Local Planning Authority and the project team was then undertaken, particularly with regard to heritage and design matters given the site’s sensitive location. Tetra Tech successfully obtained planning permission and listed building consent by officer delegated approval in June 2020.
