Achieving consent for a Starbucks drive-thru at Hough Retail Park

Against a tight deadline, Tetra Tech Planning secured planning permission and advertisement consent for a Starbucks drive-thru pod at Hough Retail Park, Stafford.

Although planning permission had previously been granted for a different development onsite, this did not meet the operational requirements of Starbucks, who had taken the lease and were targeting a specific date to start trading.

Working with a team of external consultants, including architects and project managers, Tetra Tech Planning prepared and submitted a planning and advertisement consent application for the development of a coffee pod unit, drive-thru and service lanes, external lighting, landscaping and signage.

As Hough Retail Park sits in an out–of–centre location in retail planning terms, our submission successfully demonstrated that the proposals met the requirements of local and national retail planning policy, including the provision of a sequential sites assessment.

On securing planning and advertisement permission, Tetra Tech Planning worked to secure the discharge of pre-commencement and pre-occupation planning conditions in a timely manner, enabling the development to be constructed and fitted out in time for occupation by Starbucks.
